Steven C. Parrish, P.E.

Steven C. Parrish is a registered professional engineer who has been working on Southern Nevada flood management issues for nearly three decades. He is currently the General Manager and Chief Engineer of the Clark County Regional Flood Control District. The District is a planning and funding agency charged with improving Southern Nevada’s resiliency to flooding dangers. Steve has been working for the District for 20 years.

Steve and the District team manage an annual budget of approximately $100 million. Their focus is on developing and maintaining master plans for flood control facilities throughout Clark County and implementing a capital improvement program for the design and construction of those facilities. In addition to the capital improvement program, other District functions include flood plain management, implementation and maintenance of rainfall and weather stations throughout Clark County, a public information program and environmental mitigation.

The District is a co-permittee with Clark County and the four incorporated cities in the Las Vegas area on a Municipal Separate Storm Sewer System (MS4) permit. Steve is the current chair of the Stormwater Quality Management Committee, which includes the directors of public works from the entities participating as co-permittees. This committee coordinates activities and reporting to ensure compliance with the MS4 permit, evaluate effectiveness of current procedures and investigate opportunities for new products or techniques to improve stormwater quality. Steve is also the current chair of the Las Vegas Valley Watershed Advisory Committee. They identify and address concerns related to the Lower Las Vegas Wash and the watershed contributing to the wash.

Steve earned his bachelor’s degree in civil engineering from UNLV. He is a member of the Executive Committee and Board of Directors of the National Association of Flood and Stormwater Management Agencies. He is also an active board member of a nonprofit social services foundation based in Las Vegas.

Andrew R. Trelease, P.E., CFM

Assistant General Manager

Andrew R. Trelease is the Assistant General Manager for the Clark County Regional Flood Control District. He joined the District in November 2001 and has worked as a Principal Engineer and as the Engineering Director prior to his current role.

As a civil engineer and certified floodplain manager, Andrew is an active member of the flood control and stormwater quality management community. He has served on several regional committees and boards, including Nevada Silver Jackets, the Floodplain Management Association and the Stormwater Quality Management Committee.

At the District Andrew oversees the Engineering, Flood Safety and Administration departments. He is actively involved in managing programs and services such as flood control master planning, environmental mitigation and floodplain management.

Andrew received his civil engineering license to practice in Nevada in 1998. Prior to joining the District, he worked as a private land development and flood control engineer for eight years locally and in Arizona. He earned his bachelor’s degree in civil engineering from Arizona State University.
